Disasters are tragic events that cause significant destruction or physical damage, loss of life and property or drastic changes to the environment. A disaster can be natural or man-made.
Natural disasters are classified in two groups. Major natural disasters are earthquakes, floods, tsunamis, cyclones, droughts, etc. Minor are destroy the economics, social, and cultural life of people.
These days, due to various reasons, natural disasters like tsunamis, earthquakes, and floods have become very frequent. Tsunamis are hitting the coastal areas causing huge damages. Similarly, earthquakes and floods are damaging and wash away property and life. Various phenomena such as earthquakes, landslides, volcanic eruptions, floods, and cyclones are all natural hazards that kill thousands of people and destroy billions of dollars of habitat and property each year. The impact of these disasters are so strong that consequences are even worse like loss of life, injury, loss of housing, damage to infrastructure, etc.
A disaster is a consequence when earthquakes, floods, etc affect environment or man or property lack of appropriate emergency management leads to financial loss environmental loss and loss of life. A natural hazard will hence never result in a natural disaster in areas without weakness. Areas which are well prepared and equipped to face any kind of hazard will not face a disaster.
The consequences of natural and man-made disasters are taken care by disaster management teams. For example, in Japan where hazards like earthquake and tsunami are common, houses are not made of concrete which may lead to high loss of property and life in case of earthquake. This is the role of disaster management.

If the hazard like tsunami or flood is foretasted, preparations are done accordingly by vacating the place that would be affected. Alternatively, in case of tornadoes and hurricanes, people usually go underground or in basement to stay protected.
In some unfortunate cases, where the hazards are not predicted, all that is left to bear are the consequences. In such situations, disaster management becomes most significant. After earthquakes, floods, or cyclones, the place bears huge loss of life, property, infrastructure, etc. Loss of life can never be replaced but through disaster management, rest everything is replaced with time. Quick and timely response is essential in providing immediate relief to save human lives and mitigate miseries as soon as possible.
 A number of activities need to be undertaken. Managing the consequences occurred by a disaster is a collective and coordinated effort. It includes command and control over the situation and quick review and assessment of damage done. It also includes restoration of power supply in the affected area and resuming telecommunication services and surface transport. Arrangement of drinking water and food material and setting up of temporary shelters is of primary importance. Search and rescue teams are also deployed to take control of the situation. Besides these, sanitation and hygiene identification, earmarking of resources for future use and maintenance of law and order are equally important. In this context it is very important to note that disasters are not routine events that require routine response. Government cannot rely on normal procedure to implement appropriate responses. In Pakistan, it is the prime responsibility of the state governments to be in a state of preparedness and provide relief to the people affected in a disaster. But in case of severe calamity the central government supplements their efforts by providing and coordinating logistic and financial support. It is most essential that when disaster strikes, people are prepared to participate in the rescue and relief operations.
The participation of general public in rescue and relief operations and their help in reconstruction after a disaster is always beneficial as it speeds up the process of rescue operation.
